In so far as leadership is about people management skills, there is much that applies across both private and public enterprise. However, where leadership is about inspiring and motivating people to work together for a mutual aim the nature of the aim and purpose of the organization has a profound influence on how effective leadership is delivered as does the varied perspectives of the people involved.
In the private sector achieving competitive edge and a profitable ROI are clear aims easily used as motivators, whereas in public sector organizations these things are hard to measure and difficult to make relevant. Rather than just responding to market trends, public sector organizations are pulled in many directions by the demands of a wide variety of stakeholders, changing government priorities, and the need to operate with ever shorter resources.
